General policies

• General conduct

  Disorderly behavior of any kind, including excessive noise, running in the building, or otherwise causing a disruption to the peace and order of the Student Center is not permitted.

  Indecent exposure, voyeurism, exhibitionism, or other lewd and lascivious acts are not permitted.

  Harassment of other Student Center guests or staff, either verbally or physically is not permitted. This may include verbal abuse, use of profanity or other abusive language, intimidation, staring at or following another person within the facility, sexual harassment, or harassment on account of race, religion, ethnic background, gender, or sexual orientation.

• Property

  Vandalizing or defacing materials or property including equipment, furniture, walls, televisions, or any other aspect of the Student Center is not allowed. Decorations may not be glued, taped, or punctured on any surface without prior approval.

  Anyone wishing to remove materials, equipment, or property from the building must receive prior authorization from the Student Center and Campus Reservations.

  Personal property left unattended will be placed in the Lost and Found at the Information Desk. Items may be retrieved from the Information Desk.

   

• Safety and security

  Bicycles are not allowed in the facility. All bicycles must be secured at the racks provided next to the Student Center near Mort Harris RFC or Towers Residential Suites. Any bicycles secured to the facility, or fence adjacent to the south end of the building, will be confiscated.

  Use of skateboards, in-line skates, roller skates, scooters, hoverboards, or other sports equipment within the facility is not permitted.

  Firearms or any other weapons are not permitted in the Student Center.

   

• Advertising

  Chalking

  The use of chalk to create signs is permitted only on sidewalks. Permanent markers, paint, or spray chalk are prohibited. Chalking may not be done under entrance canopies or under overpasses where rain cannot naturally wash away the chalk. Chalking is also not allowed on any vertical surfaces found on buildings, columns, outside or inside walls or windows, trees, retaining walls or steps. The exception being the tunnel under Towers Residential Suites where painted with black chalk paint.

  Flyers, posters and other physical advertisements

  Certain buildings on campus have specific areas for the display of leaflets and posters or other publicity material. Posts can be made on any open bulletin board on campus that does not have a reserved sign on it.

  Posting material on a university door, window, inside wall or any building exterior surface, will be in violation of this policy and the reported violators may be subject to disciplinary action through the proper university channels. Furthermore, any student organization or student found defacing university property will be subject to charges and sanctions under the Student Code of Conduct. Likewise, individual persons found despoiling the campus may be subject to disciplinary/legal action.

  Distruibution and sales of literature, food and goods (Wayne State University Administrative Policies and Procedures Manual)

  4.1     Designated areas for the distribution of literature in the Student Center Building shall be allocated without cost, without regard to the content of the literature, and on an equal basis.  If the space is not available at the time requested, the student organization or the University department shall be granted use of the space at the next available time.

  4.7     Outdoor distribution or sale of literature shall take place only by hand in areas more than 15 feet from an entrance to any building.  Literature shall not be left unattended.  Distributors or sellers of literature shall not create undue traffic congestion and shall not set up tables or other furniture except on paved walks or plazas at locations where traffic will not be hindered.

  5.1     Buildings on the campus are dedicated to particular University functions of teaching, research, service, and administrative support; they are not public forums.  No distribution or sales of literature, food, goods, or services is permitted on campus except as expressly provided in this university policy.

• Spirit Rock

  The “Spirit Rock” is located across from the Undergraduate Library near the Linsell House, on Gullen Mall. This new policy is effective Oct. 17, 2023.

  Reservations

  • Reservations can be made up to one week in advance by a Registered Student Organization (RSO) via the EMS WebApp.
  • The reservation begins at 9:01 p.m. the day before the reservation in EMS and continues until 9 p.m. the day of the reservation (example: ABC organization reserved the rock for Oct. 13, they can start painting the rock at 9:01 p.m. on Oct. 12).
  • RSOs will be permitted to book one day at a time. Multiple days in a row will not be permitted.

  Policy

  • The rock may only be painted organizations registered through the Dean of Students Office.
  • The surrounding areas (trees, grass, statues, etc.) may NOT be painted or decorated. If there are any signs of paint damage to these areas, the organization/office may be held financially responsible for the cleanup and repair of the site. 
  • Those painting the rock will ensure that the area is left in a clean condition. They will remove all materials and litter from the site and properly dispose of all paint.
  • Other groups will not interfere with those painting the rock. People have the right to paint the rock without being bothered, harassed or demeaned.
  • Interfering with the freedoms of speech and expression is prohibited (i.e. harassment, intimidation, bullying, obstruction, defacing, physical or verbal abuse, etc.).
  • Tagging letters, names, or symbols over other groups’ paintings is prohibited.
  • Disruptive behavior will not be tolerated at the rock. This includes the use of any amplified sound.
  • Paintings must not contain any language or content that constitutes a true threat, i.e., a statement meant to frighten people into believing they will be seriously harmed. 

  Violations

  Organizations are expected to respect each other and to enjoy the tradition of painting the rock. An organization may be held responsible for the actions of its members if deemed as inappropriate and not in accordance with this policy. A member is defined as anyone associated with an organization including, but not limited to, active, current, initiated, alumni, transfer, inactive, intercollegiate, associate, and/or new members.

  Violations of this policy may result in Student Code of Conduct charges for the individuals and/or the groups.

• Amplified sound

  Amplified sound, of any kind, is not permitted on Gullen Mall during class hours (Monday through Friday, 8:30 a.m. to 9:20 p.m., times subject to change by semester) because of interference with the academic mission of the University including classroom teaching, library usage and studying. All amplified sound programs can only be located on Keast Commons during these times.

• Research, filming and photography

  The Student Center is the "living room" of Wayne State's main campus. In an effort to maintain a healthy environment for our patrons, unauthorized research, filming, and photography are prohibited within the facility. Any filming, videotaping, or photographing in the Student Center performed by anyone not associated with the Office of Marketing and Communication or the Student Center and Campus Reservations must receive approval from the Director of the Student Center.

• Related university/state policies

  Wayne State University is a Smoke-Free and Tobacco-Free Campus. 

  Possessing or consuming alcohol or illegal drugs or being under the influence of alcohol or illegal drugs is not permitted and may result in ejection from the Student Center.

  Soliciting for personal gain, selling products or services; or approaching guests for the purpose of obtaining signatures for petitions within the building is not permitted.

  Groups of 15 or more utilizing the food court must be coordinated through the Student Center and Campus Reservations prior to arrival. Please call 313-577-4585.

  All Wayne State University Code Annotated (WSUCA), University Policies, Student Code of Conduct [PDF], and the Administrative Policy and Procedure Manual (APPM) are observed and enforced in the Student Center.

• Violations

  Violations of any of the above policies will result in either a verbal warning or removal from the Student Center. Behavior may result in loss of facility privileges and denied access to the facility. Failure to comply with the policy may result in the summoning of Wayne State University Police and prosecution in accordance with the law. Any damage to the facility due to the result of patron negligence or misconduct will be the responsibility of the patron to cover monetarily. Access to the facility will be removed until damages are paid in full and/or adjudication through WSU Code of Conduct.
